Te Kopua 2B3 Papakāinga

Te Kopua 2B3 Incorporation is a Māori Land Incorporation based in Raglan situated at the mouth of the Whaingaroa harbour. The Incorporation has had a long held desire to build a papakāinga for its beneficial owners to help resettle themselves and their descendants back upon their traditional lands and rekindle their home fires and reassert their collective hapū based way of life.

There have been a number of issues that the incorporation has had to address in order to get to the starting line including; previously restrictive planning rules on Māori land, a lack of infrastructure access, a lack of operational capacity, and access to finance. However many years of work by a range of stakeholders have enabled the incorporation to resolve these issues to complete project planning and commence the construction phase of the project.

Civil construction has commenced on the 15th of June 2015 with the assistance of a Kāinga Whenua Infrastructure Grant from the Social Housing Unit. The incorporation is also planning to utilise the Kāinga Whenua Loan product offered by Kiwibank in association with Housing New Zealand as another source of finance to supplement the cash reserves they have saved over the last 8 years.

The incorporation is planning to construct sufficient civil works to support 15 dwellings. There will be 7 rental dwellings and 4 leasehold titles constructed in the first stage with room for an additional 4 dwellings future proofed for a second stage. There is also provision for a small central community whare to be established as well.

The Incorporation wishes to acknowledge the contributions of hapū members, MOAA Architects, Bloxum Burnett Olliver Civil Planners, the Waikato Papakāinga Agencies Forum, and the Social Housing unit for their support making this project possible.

The first 3 dwellings as part of the completion of stage one were opened on 29 July 2016.
