Using data to understand housing supply and demand
The Urban Development Capacity Dashboard provides charts, maps and underlying data on local housing markets.
A new online dashboard will enable councils to undertake data-based planning and better respond to growth pressures. The Dashboard and accompanying guide are provided to help "high growth" and "medium growth" local authorities to give effect to the National Policy Statement on Urban Development Capacity (NPS-UDC), particularly Policy PB6.
It includes data on:
a. Prices and rents for housing, residential land and business land by location and type; and changes in these prices and rents over time.
b. The number of resource consents and building consents granted for urban development relative to the growth in population; and
c. Indicators of housing affordability

National policy statements are issued by the government to provide direction to local government about matters of national significance which contribute to meeting the purpose of the Resource Management Act 1991.
The National Policy Statement on Urban Development Capacity 2016 (NPS-UDC) is about recognizing the national significance of:
- urban environments and the need to enable such environments to develop and change
- providing sufficient development capacity to meet the needs of people and communities and future generations in urban environments.
The NPS-UDC was developed by the Ministry for the Environment and the Ministry of Business, Innovation and Employment.
This guidance supports local authorities to give effect to evidence and monitoring requirements in the National Policy Statement on Urban Development Capacity.
